Can the blades be sharpened?

Yes and no. SHARPENING is when you remove metal to create a cutting edge. HONING is when you move the steel to make the cutting edge sharper. I have been hand sharpening knives for a decade so I really do know what I’m talking about here. This blade is made completely of 440 stainless steel. This is good and bad. The good is it doesn’t rust and is hard enough you won’t have to worry about it breaking. The down side is most stainless steel has less than 0.5% carbon. Low carbon blades means they go dull after each use. Will this knife get sharp? Yes. Will it stay sharp? Absolutely not. You will have to hone it after every use and resharpen it fairly regularly.

Can it be concealed in Public without breaking laws? It looks small enough.

Look up your state laws. In California this would be illegal because it doesn't fold.
